I love the cut and forever have tried to decipher the lyrics. I've read it was the thoughts of Richard M. on hearing about a psyhco killer.. but what about Albert's rendering or imput? It's listed as written by Richard and the music by Albert but did they collaborate lyrically? And how much of the final recording was by others band members or others? Is it really a merging musically of SWU stuff like Stump or Bhudda? Or really just new material that seemed so?. The piece doesn't seem to fit in with the rest of the work though it does of that makes any sense.
Now my thoughts.
I want to think that Mommy was a intro part one and Cagey part two of some external storyline Meltzer indulgingly created and Albert and others possibly helped in. My thoughts are that it's Richard's abstract fantasy about the morass and social deconstruct psychologically of human morality as a result of the past decade(60's) insane lurch into a dark reality. Maybe the material from Mr. Pearlman's pen and his fantasy of the Oyster Boys put the seed into Richard's mind and that created a crossover between the stories. I could see that being a logical extention within the the Secret Treaties construct as a whole.
Or I'm just a old stoner with too many thoughts.

According to Albert:
"I recycled Bark in the Sun into Cagey Cretins* and Cagey's lyrics came from Richard Meltzer's house sitting stay in Shirley NY"... so, not Maine then..?
* NB: Although... the "Dumb clouds are raging" bit comes from the chorus/instrumental part of "Mystic Stump"...
However, Albert had nothing to offer as to what horrendous and frightful events might have befallen Meltzer during his house-sitting stint which could have produced such a nightmarish vision but people have speculated on the possible influence of either intense boredom or illegal substances... or maybe a combination of the two...
