I was a police officer in the 80s-90s. In one of several towns I worked in there was a legendary UFO incident. In 1966 our chief of police (Chief Gerry Buchert, Mantua Police Department) photographed and reported a UFO, and was then involved with the Portage County Sheriff, chasing it from Mantua Ohio to just across the Pennsylvania border. About 75-90 miles. Officers from several jurisdictions joined the pursuit until some of the units ran out of gas or were ordered to disengage. Then the UFO shot straight up and out of sight. The story hit the national news wire at the time and It got the attention of Project Blue Book. Chief Buchert and the other officers were all interviewed by Astronomer J. Allen Hynek and Major Hector Quintanilla of PBB, who told them all not to discuss it publicly. After a brief “investigation”the officers were then told by Hynek and Quintanilla that they were chasing the planet Venus. I grew up in that area and heard of the Portage County UFO incident/ legend since I was a little kid. When I joined Mantua PD, I asked a couple of the long time officers about it, and they told me to NEVER bring it up to the Chief as he would never talk about it. Well, after a couple of years of experience and getting to know Chief Buchert, I was driving him home one day and I decided to take the chance and I asked him about it. Gerry was a great man and really nice guy and was actually VERY open and forthcoming about it. He let me see the case file on it, and a picture of it that he didn’t tell, or surrender to the Project Blue book people. (he did give them the original but he kept another personal copy secretly) He told me unequivocally that it was a completely silent, large craft about 50-60 ft, and “not f*****g Venus!” Additionally, he said during the chase, if the patrol cars got too far away, or the craft got too far ahead, it would wait for the cars to catch up, and then continue on. In seeing the picture Gerry had myself, it was very old and grainy, but unless Venus is shaped like a brightly lit saucer and appears to be about a half mile away, It most certainly was not a tiny point of light in the night sky nor a distant planet. I believe he witnessed something extraordinary. Fast forward to 2017 when I was on a trip with my boss in Mexico where we saw something we cannot explain as well. Some of the stuff that shows up ONLY on radar could be a form of electronic warfare. The more complicated radar systems become, especially on things like fighter jets, the more opportunities a very intelligent adversary has to "spoof" reflections. We don't know what capabilities the US has and we don't know what other countries have. And we never will. No, it would not be simple to do, but a lot of things not simple to do get done eventually. All this stuff would he HIGHLY classified in categories like sources, methods, capabilities, and vulnerabilities. To be perfectly clear, I have no knowledge of such capabilities.
This doesn't really go into spoofing radar images to look like UFOs, but this may give you a flavor of the complicated technology that is public information, at least at the category level:
Now VISUAL sightings are another story altogether...
