Really sorry to hear about your buddy's misfortune, I hope he's OK. I don't know the answer to your question but I expect that someone who does will respond soon.

There is a guy who always advertises in Vintage Guitar magazine for Steinberger repair. Check out near the back, he runs a small ad. Also, I have a guy locally who has worked on mine, he is really good, let me know if you need his contact info

No one's ever worked on my Steinbergers except me and my crew members.

If it's waterlogged, don't know what I could do with it. The electronics can be Replaced.

Relatively certain the composite necks can't be affected by water. :-)
Would guess the old "L" series guitars could probably be submerged, completely dried, and work fine. EMG's coils and other components are sealed in epoxy, which probably would keep their inner workings safe.
Not sure on the issue of a wooden Steiny body that has been water damaged. The "M" series bodies used to be available with greater frequency on ebay for reasonable prices. Now, it seems they're commanding a bit more $$.

If it's a wooden body version that needs drying out, I'd check with one of the reputable repair places in Nashville...they dealt with a LOT of drowned guitars a few years ago. I'd start with Glaser Instruments. The rest of it should be pretty salvageable. I've got some extra parts like the roller bearings and pins for the trans trem and stuff if you need any, glad to help if I can.
